The law regulates relations between the bodies of state power, local self-government, physical persons and legal entities for the purpose of facilitating the development of housing construction and the formation of an affordable housing market. The law’s provisions stipulate the creation of a non-commercial organisation, the Federal Housing Construction Development Facilitation Fund.
