Veto on the bill introducing amendments to the law on protests

Dmitry Medvedev vetoed Federal Law introducing amendments to the Federal Law On Rallies, Meetings, Demonstrations, Marches and Pickets, passed by the State Duma on October 22, 2010 and approved by the Federation Council on October 27, 2010.

The President sent a letter on this issue to Federation Council Speaker Sergei Mironov and State Duma Speaker Boris Gryzlov.

The Federal Law regulates the organisation and holding of public protests involving the transport infrastructure, including vehicles. In the President’s opinion, the bill contains provisions that hamper the constitutional rights of citizens to hold rallies, meetings, demonstrations, marches and pickets.

Dmitry Medvedev expressed his disagreement with the amendment toughening penalties for violations of the law on protests. However, the President agrees with the need to introduce amendments clarifying the Federal Law, in particular the issue of holding public events involving the transport infrastructure and vehicles.

The work on amendments to the law will continue with due account of the President’s comments.
