President of Russia Dmitry Medvedev: Dear comrades,

I want to thank you for your service. I have just been informed that the warhead carried by the Topol missile that was launched from here at 11:50 has reached the Kura Test Ground and fulfilled its mission. I congratulate you on this event.

I hope the good mood will stay with you today, despite the rain. The mission has been carried out, and carried out well, and this shows that our technology, our hardware, works as planned.

We will build up our combat forces and will of course develop and commission new types of arms and means, but we will also carry out launches of the ballistic missiles already in service. Their effectiveness has been tested by time and this is very good. This shows that our defensive shield is in good order.
