President of Russia Dmitry Medvedev: I have signed a decree appointing Elbrus Kanikoyevich Kargiyev ambassador to the Republic of South Ossetia, and Semyon Vyacheslavovich Grigoriev ambassador to the Republic of Abkhazia.

I would like to hear your proposals on how you plan to organise your work. I want to note that you are setting out on your missions at a difficult time: these are young countries where much needs to be done, even in terms of the statehood itself of these two new subjects of international law. I hope that you will provide our allies with support in this respect too, and that the Foreign Ministry will oversee this work in accordance with the Statute on the Ministry of Foreign Affairs.
