Vladimir Putin approved a list of instructions following a State Council Presidium meeting on anti-narcotics policy on June 17, 2015.
The Government has been instructed to revise and submit to the State Duma the draft federal law On Narcotics and Psychotropic Substances Control Agencies.
The Government has also been instructed to present a draft presidential executive order that would, in particular, empower the State Anti-Narcotics Committee to draft proposals on state policy in the area of comprehensive rehabilitation and re-socialisation of illegal drug and psychotropic substance users.
The instructions also call for amendments to the law to set criminal penalties for illegal dissemination in Russia via the internet of information on acquiring, storing, transporting, manufacturing and processing narcotics and psychotropic substances.
Instructions to the Government also concern, in particular, establishing a common policy approach among the Collective Security Treaty Organisation and Eurasian Economic Union member countries with regard to state registration of potentially dangerous new psychoactive substances, and setting criteria for a drug-induced intoxication condition and procedures for carrying out medical examinations to determine this condition.
A number of instructions concerning various aspects of implementing state drug control policy have been sent to the regional executive authorities, the General Prosecutor’s Office, the Interior Ministry, the Federal Drug Control Agency, the Federal Security Service, the Federal Customs Service, and the Federal Migration Service.
