Preparations for meeting of State Council consultative commission on simplifying business procedures

Presidential Aide and Secretary of the State Council Igor Levitin chaired the first meeting of the working group preparing a meeting of the State Council consultative commission on results obtained through the introduction of targeted models of simplifying procedures for doing business.

Acting Governor of Novgorod Region, member of the State Council consultative committee and head of the working group Andrei Nikitin briefed participants on the progress with drafting the working group’s report and on its proposals on improving the investment climate in the regions and making regions more attractive for investors, including through the use of targeted models for simplifying business procedures.

General Director of the Agency for Strategic Initiatives Svetlana Chupsheva presented a draft structure of the working group’s report. The report is to examine the effectiveness of measures to improve Russia’s investment climate, the introduction of targeted models for simplifying business procedures, and new mechanisms and ways of improving conditions for doing business in the country’s regions.

During the discussions, the participants noted that obtaining construction permits and approvals, connection to utility lines, registration of property rights, and getting plots of land and real estate assets listed on the cadastral register remain the biggest issues.

The participants approved the report’s draft structure. The comments and additions expressed will be taken into account in drafting the report and putting together documents for the upcoming State Council consultative committee meeting.
