Second meeting of the State Council working group on priority areas of the regions’ activity to promote competition in the country

March 2, 2018, Moscow

Presidential Aide and Secretary of the State Council Igor Levitin chaired the second meeting of the working group On Priority Areas of Activity of the Russian Regions to Promote Competition in the Russian Federation.

The working group is headed by member of the State Council and Head of the Republic of Udmurtia Alexander Brechalov. Meeting participants included Head of the Federal Anti-Monopoly Service Igor Artemyev, representatives of the Supreme Court, the Accounts Chamber, other federal and regional executive authorities, members of the business community, research and public organisations.

The participants discussed a draft report, which included sections analysing global economic challenges affecting competition in Russia, the key issues of promoting competition at the regional and municipal levels, and the legal and institutional environment for promoting competition.

Based on these analyses, the report outlined the primary areas for the further activity of the authorities at all levels to promote competition, including under the Standard for Promoting Competition in the Russian regions, as well as the tasks which need to be addressed at the federal and regional levels to achieve the goals outlined in the Presidential Executive Order On State Competition Policy Guidelines of December 21, 2017.

Comments and additions provided by discussion participants will be taken into account in working on the final version of the report and preparing materials for the upcoming State Council meeting.
