A working group chaired by Presidential Aide and State Council Secretary Igor Levitin and Presidential Aide Andrei Fursenko met to discuss preparations for a State Council meeting On the Regions’ Objectives in General Education.
The meeting was held via videoconference. Minister of Education Sergei Kravtsov, head of the working group and Governor of Kirov Region Igor Vasilyev, members of the Presidential Council on Science and Education, officials from specialised federal and regional executive bodies, the Federal Assembly chambers, industry associations of entrepreneurs and expert research organisations took part in the meeting.
Kirov Region Governor Igor Vasilyev spoke about the progress in preparing the report for the State Council meeting.
In his remarks, Minister of Education Sergei Kravtsov outlined the new goals and priorities facing the education system, including the education system’s performance in teaching schoolchildren during the outbreak of the pandemic and about the working group’s proposals that have already been implemented by the Government in the revised version of the national Education programme, among other documents. He also discussed the key points of the working group’s report and the proposals made by the governors and the expert community members.
The working group suggested that for Russia to make it to the top ten in terms of the quality of general education, it is necessary to provide a level field for school education regardless of geographical location or social status.
The participants proposed solutions designed to improve the quality of teacher training and step up the efforts to create new jobs for them.
The best regional practices for organising general education were discussed, including the “full-time school” model, which makes it possible to better meet pupils’ individual needs by way of developing and implementing individual learning curves for children with different educational needs and opportunities.
Reorganising education programmes at schools was considered as well. It was proposed to focus on implementing education through the entire set of general education programmes, both basic and extracurricular.
The working group also discussed school performance in conditions of coronavirus restrictions. Proposals on systematic solutions for the education system during this period, including remote learning, were considered.
Under the working group’s decision, the editorial group will prepare, within two weeks of the meeting, the final version of the report including the editorial comments and proposals, and submit the proposals for discussion at the State Council meeting.
