In his opening remarks the President addressed a number of the issues he mentioned in last year’s Address to the Federal Assembly, such as developing the multiparty system and increasing the level of political competition and quality of popular representation.

Mr Medvedev said that Russia’s goals of comprehensive modernisation, radical economic and technological transformation, and building an effective smart economy make these issues more important than ever.

Recalling the steps taken so far to strengthen the party system, the President spoke about the need to give parties a greater role and strengthen democratic institutions at regional level, and the need for regional leaders to work together with all political parties representing citizens’ views.
