The report is prepared annually pursuant to the Presidential Executive Order No. 657 of May 20, 2011, On Monitoring Enforcement of Laws in Practice in the Russian Federation.
The report covers the results of monitoring the implementation of Constitutional Court rulings, European Court of Human Rights resolutions and the results of monitoring the administration of laws in all areas of Russian legislation, in various spheres including healthcare, education and science, social policy, agriculture, raw materials and food, transport, banking, housing, improving the quality of housing and utilities services, and improving the system of public administration.
