The Government prepared a report on the results of monitoring enforcement of laws in the Russian Federation in 2012, in compliance with the Presidential Executive Order of May 20, 2011 On Monitoring Enforcement of Laws in Practice in Russia. In 2012, measures were taken to systemise monitoring of in law enforcement area.
The report includes results of monitoring the implementation of decisions by the Constitutional Court and the European Court of Human Rights, as well as the results of monitoring enforcement of laws in various areas of Russian legislation, including such areas as labour and employment, social services and social insurance, trade, housing and utilities, housing construction, electricity and heating supply, agricultural land transactions, tax policy, state property management, foreign investments, tariff policy, industrial safety, and state border infrastructure development.
Civil society institutions participated actively in the monitoring process. In some cases, in order to collect information and discuss monitoring results, expert councils were created, surveys, sociological polls and research were conducted, and public discussions were held concerning proposed amendments to Russian legislation.
