Working trip to Voronezh by Presidential Aide and Secretary of the State Council Igor Levitin

July 31, 2015, Voronezh

Presidential Aide and Secretary of the State Council Igor Levitin held meetings in Voronezh on developing tourism in Russia, developing the road network, and implementing the President’s instructions on ensuring economic sustainability and financial support to help the regions meet their commitments in the current economic situation.

Governor of Voronezh Region Alexei Gordeyev and representatives of the region’s tourism and hotel industries took part in a working meeting held in preparation for an upcoming meeting of the State Council Presidium on developing tourism in the Russian Federation.

The participants exchanged views and identified the main issues that must be resolved for successful tourism development in the regions. They include a poorly developed network of tourism facilities, high transport costs, problems with the legislative framework, and a shortage of professionals working in the tourism sector.

The participants noted tourism’s importance for regional economies, as it boosts growth in many related sectors too, such as trade, transport, construction, and agriculture.

Tourism, as a source of job creation, can also act as a catalyst for socioeconomic development in the regions, but successfully developing the sector requires all agencies concerned to formulate and implement consistent and well-coordinated policy.

The meeting on implementing the President’s instructions on improving economic sustainability and financial support for the regions in carrying out their obligations in the current economic situation looked at the efforts Voronezh Region has made to reduce regional and local budgets’ deficits. Going by the results of the first six months of 2015, execution of Voronezh Region’s consolidated budget is proceeding better than was expected at the start of the year.

Making budget spending more effective, in particular through more accurate forecasting when planning regional budget spending, taking into account the need to meet social commitments and implement the May 2012 presidential executive orders, was the subject of particular attention at the meeting.

The meeting on developing Voronezh Region’s road infrastructure follows on the instructions the President issued after a State Council Presidium meeting on improving the road network in the interests of Russia’s comprehensive development, and analysed problems and prospects for the region’s road sector.
