Instructions following meeting of Council for Development of Physical Culture and Sport

The President approved a list of instructions in the follow-up to the meeting of the Presidential Council for the Development of Physical Culture and Sport, held on May 23, 2017.

The President instructed the Government to approve the Concept for Preparing Sports Reserves in the Russian Federation until 2025.

Instructions to the Government were also related to procedures for granting qualification categories to coaches and other specialists; federal budget allocations for providing grants to gifted athletes, which includes cutting inefficient funding for professional sports; wages and salaries for employees of state and municipal physical culture and sport institutions, including incentives and bonuses when athletes reach a higher level; federal budget subsidies to the regions for financing sports training; and monthly emoluments for silver and bronze Olympic medallists once they reach retirement age.

The Government was also instructed to submit proposals on creating an innovative sports department in Lomonosov Moscow State University’s Vorobyovy Gory research and technology valley; implement a standardisation and certification system for sports equipment in Russia; create conditions for training Russian athletes for the 2018, 2020 and 2022 Olympic Games in the Far Eastern and  Siberian federal districts; and submit proposals on developing a system of sports competitions between the regions of Russia.

In addition, the Government was instructed to approve a set of measures aimed as implementing the National Plan to Fight Doping in Russian Sports, as adopted by the Independent Public Anti-Doping Commission on February 1, 2017.

The instructions issued to the Ministry of Sport deal with, among other things, the creation of a single centre for methodological support on all stages of sports training and an IT system for physical culture and sport.

The Healthcare Ministry was instructed to create an organisational model for the medical and medical-biological support of athletes.
