Meeting of State Council Commission on Energy

Presidential Aide and State Council Secretary Igor Levitin and Kemerovo Region–Kuzbass Governor Sergei Tsivilev co-chaired a videoconference meeting of the State Council Commission on Energy on ways to ensure industrial safety at fuel and energy facilities, including coal industry operations.

The meeting was attended by Deputy Prosecutor General Dmitry Demeshin, Head of the Federal Service for Environmental, Technological and Nuclear Supervision Alexander Trembitsky, representatives of relevant federal and regional executive authorities and organisations.

The participants discussed the fulfilment of the Presidential instructions issued following the meeting on the situation with safety in the coal industry held on December 2, 2021.

Igor Levitin noted that further improvement of the industrial safety levels was the most important priority not only for the coal industry, but also for the electricity, hydropower, oil and gas, and nuclear industries.

Representatives of federal executive authorities reported on the work done towards updating the regulatory legal framework on ensuring safety at the fuel and energy sector enterprises, specifically highlighting the importance of adopting a Programme for improving working conditions at coal industry operations, improving the mining safety, reducing accidents and injuries in the coal industry, and maintaining combat readiness of paramilitary mine rescue and emergency response units for 2023–2025 approved by the Ministry of Energy as well as the authorities concerned.

Following the meeting, a protocol was drawn up with recommendations to federal executive bodies, executive bodies of the constituent entities of the Russian Federation, and economic entities calling for further efforts to improve industrial safety and labour protection, to reduce accidents, and preserve the lives and health of employees in the fuel and energy sector.
