Instruction on measures to set territorial boundaries and enforce land-use laws with respect to cultural heritage sites

Vladimir Putin instructed Prime Minister Dmitry Medvedev and Chief of Staff of the Presidential Executive Office Sergei Ivanov, together with the Moscow Region Government, to implement legal and organisational measures concerning approval of urban zoning and development documents and setting the territorial boundaries and protection zones of a number of cultural heritage sites.

The instructions concern, in particular, sites such as  Borodino and its monuments, the Arkhangelskoye estate, the New Jerusalem (Novoiyerusalimsky) Monastery, the Holy Trinity-St Sergius Laura, the ancient town of Radonezh, and other cultural heritage sites.

The instructions also concern measures for swift response to violations of land-use laws on the territory of other memorial estates and tourism sites. 

The instruction was also given to monitor implementation of presidential instructions and legal requirements concerning protection, preservation and use of the cultural heritage sites (historical and cultural monuments) of Russia’s peoples, and registration of the memorial estates’ rights to land and other real estate.

Mr Ivanov, together with the presidential plenipotentiary envoys in the federal districts, was instructed to monitor the Russian regions’ approval of urban planning and zoning documents, setting territorial boundaries and protection zones of memorial estates, tourism sites, and other cultural heritage sites, including religious sites and protected nature reserves, and compliance with the land-use laws at all such sites.
