Candidates for the position of Moscow mayor were submitted to President Medvedev

United Russia's party leadership submitted list of candidates to President Medvedev for the positions of heads of Moscow city, Perm Territory and Ivanovo Region.

Transport Minister Igor Levitin, Deputy Prime Minister and Government Chief of Staff Sergei Sobyanin, Governor of Nizhny Novgorod Region Valery Shantsev, and First Deputy Mayor of Moscow Lyudmila Shevtsova were nominated for the position of Moscow Mayor. The list of mayoral candidates was agreed with President Medvedev prior to its publication.

The candidates for Governor of Perm Territory include the incumbent governor Oleg Chirkunov, State Duma Deputy Igor Rudensky, and Deputy Director General of Lukoil-Perm Gennady Tushnolobov.

Candidates for Governor of Ivanovo Region include the incumbent governor Mikhail Men, Chairman of Ivanovo Region's Duma Sergei Pakhomov, and State Duma deputy Tatyana Yakovleva.

The meeting was attended by Chairman of United Russia's Supreme Council and Speaker of the State Duma Boris Gryzlov, Secretary of United Russia's General Council Presidium Vyacheslav Volodin, Chairman of United Russia's Central Executive Committee Andrei Vorobyev, and First Deputy Chief of Staff of the Presidential Executive Office Vladislav Surkov.

President of Russia Dmitry Medvedev: Good afternoon, colleagues,

This is a scheduled meeting, and we have several issues on the agenda: nominations for the post of Moscow Mayor, Perm Territory Governor and Ivanovo Region Governor. We are going to follow the standard procedure for the latter two entities but the situation with Moscow has arisen because I made the decision to dismiss the previous Mayor due to the fact that I had lost confidence in him.

A meeting of the party presidium took place just recently so, Mr Gryzlov, I think perhaps we could begin with Moscow, as it’s our capital city, and then move on to the other two regions.

We have held very extensive consultations on Moscow involving public organisations, the veterans’ associations, the regional political council, the United Russia faction in the Moscow City Duma, and have held separate meetings with you. On your request we have narrowed down our initial extended list, and I will now name the remaining candidates. We voted for these candidates unanimously at the General Council Presidium and would like to submit them to you.

The first candidate is Transport Minister Igor Levitin.

The second candidate – I will name them alphabetically – is Sergei Sobyanin, Deputy Prime Minister and Chief of Government Staff.

The third candidate is Nizhny Novgorod Governor Valery Shantsev.

The fourth candidate is First Deputy Mayor of Moscow Lyudmila Shvetsova.

I repeat: the party supports all of these candidates unanimously and submits them for your consideration.

Dmitry Medvedev: Well, in general, these are all well-known people. When I considered the party’s proposals I primarily focused on these candidates, and I have been in touch with them. I believe that each of these candidates is capable of leading a major city such as Moscow, our capital city.

Of course, this is a very big responsibility. I will think this through before taking a final decision and submitting it in compliance with the legally established procedure to the Moscow State Duma, which will invest the new Mayor with authority.

The main objectives to be tackled by the new Mayor will remain maintaining a high standard of living in Moscow, addressing social issues and continuing the current social policy, although taking it to a new level and bearing in mind that Moscow has quite a few problems.

In addition, a number of decisions must be taken due to the fact that Moscow is a huge metropolis. Naturally, it is too early to speak about them now but I will certainly discuss them with the future Mayor of Moscow.

Let us then move on to the candidates for the Perm Territory and the Ivanovo Region.

Boris Gryzlov: Thank you. I would just like to emphasise a few points about the candidates for the post of the Moscow Mayor.

Dmitry Medvedev: Go ahead.

Boris Gryzlov: Sergei Sobyanin is a member of United Russia’s Supreme Council; Valery Shantsev is a member of the Nizhni Novgorod political council; Ludmila Shvetsova and Igor Levitin are both supporters of the United Russia party, so they are also our assets.

Dmitry Medvedev: Good.

Boris Gryzlov: We would like to submit three nominations for the post of Perm Territory Governor: Igor Rudensky, State Duma deputy; Gennady Tushnolobov, head of the United Russia faction in the Legislative Assembly of the Perm Territory and Deputy CEO of Lukoil-Perm; and Oleg Chirkunov, the current Perm Territory Governor.

Our nominations for Ivanovo Region Governor are Mikhail Men, the current Ivanovo Governor; Sergei Pakhomov, Speaker of the Ivanovo Regional Duma; and Tatyana Yakovleva, State Duma deputy for the Ivanovo Region.

Dmitry Medvedev: Good. These are all deserving candidates. I will make my decisions and submit my recommendations in accordance with the established procedure to the legislatures of the Perm Territory and Ivanovo Region.
