Dmitry Medvedev instructed Director of the Federal Security Service Alexander Bortnikov, Interior Minister Rashid Nurgaliyev, Emergencies Minister Sergei Shoigu, Defence Minister Anatoly Serdyukov, and Transport Minister Igor Levitin to draw up a comprehensive plan for systematic organisation of counterterrorism exercises throughout the country to guarantee public security in the transport system and other public places, and have the National Antiterrorism Committee approve it by April 1, 2011.
