Presidential Commissioner for Children’s Rights Maria Lvova-Belova visited the Ivanovo Region as part of the National Inspection for Social Orphanhood Prevention System.
During a meeting with the Governor of the Ivanovo Region, Stanislav Voskresensky, Maria Lvova-Belova presented the preliminary outcomes of the National Inspection for the Social Orphanhood Prevention System.
The parties concurred on the establishment of an interdepartmental commission within the Ivanovo Region to evaluate the justification for children’s placement in state-run orphanages throughout the region. Maria Lvova-Belova expressed confidence that this initiative would bring about tangible progress in reuniting children with their birth families.
The Children’s Commissioner issued several recommendations aimed at reducing the number of children residing in institutional care. These include redirecting specialists from residential care towards semi-residential support frameworks and targeted family assistance. The region will also prioritise the establishment of additional crisis centres to support families with children facing hardship.
The Governor emphasised the region’s commitment to preventing social orphanhood, stressing the importance of ensuring children are raised within their birth families, surrounded by relatives. While acknowledging the complexity of cases necessitating the deprivation of parental rights, he reiterated the region’s objective to foster resilient and healthy family environments.
The Commissioner convened a meeting with the heads of agencies and institutions within the prevention system, focusing particularly on the restoration and revocation of restrictions on parental rights.
As part of her working visit, Maria Lvova-Belova toured the Rodnichok (Springlet) Children’s Home and the Na Moskovskoy (On Moskovskaya Street) Centre for Family and Child Support, where she conducted a personal reception of citizens.
