Sergei Ivanov asked the Prosecutor General’s Office to analyse the possibility of requiring supervisory agencies to submit public reports on the results of inspections they conduct and the financial and human resources spent on them. According to the Chief of Staff, it is important to hold extensive consultations with the public and experts on this issue.

The Presidential Address to the Federal Assembly contained instructions to the Government to submit proposals on ways to change the framework of supervisory agencies’ work, Sergei Ivanov said. The Chief of Staff stressed that the task is to determine performance assessment criteria that should be based on the results, not the number of inspections. Striving to increase the number of inspections instead of protecting the interests of citizens and the state leads to excessive administrative barriers and corruption, Sergei Ivanov stressed.

The meeting also discussed the draft law on the federal contracting system. The document is aimed at improving the efficiency of budget spending and countering corruption. The task of the state control system is to prevent any acts of corruption during procurement and to counter wasteful budget spending, Sergei Ivanov said.

The Chief of Staff of the Presidential Executive Office urged supervisory agencies not only to verify target budget spending, but also to make recommendations on improving the legislation and regulatory framework in this area. In addition, Sergei Ivanov stressed the importance of active cooperation with civil society and the media in identifying and securing the most effective forms and methods of public control.

The meeting was attended by representatives of the Accounts Chamber, the Prosecutor General’s Office and the Presidential Control Directorate.
