Presidential Commissioner for Children’s Rights Pavel Astakhov made a working trip to the Kemerovo Region, where he took part in a meeting of the Coordinating Council of Children’s Rights Commissioners in the Siberian Federal District. Pavel Astakhov also participated in a meeting of the Kemerovo Region Administration Board, which discussed the implementation of state policy on the protection of orphaned and abandoned children.
According to the Presidential Commissioner for Children’s Rights, Kuzbass area is a good starting place for the implementation of the Russia Without Orphans strategy. Pavel Astakhov invited regional commissioners for children’s rights to monitor the regions’ implementation of the Presidential Address to the Federal Assembly, in particular to oversee the provision of housing to young and large families, financial and other assistance to families after the birth of the second and subsequent children, the implementation of the family capital programme and the provision of benefits to large families. Pavel Astakhov also recommended that the commissioners for children’s rights oversee the adoption of regional demographic programmes, the creation of favourable employment conditions and vocational training for women with children, and the development of pre-school institutions, including ungraded pre-schools and extended-day groups.
The Presidential Commissioner for Children’s Rights believes it is necessary to establish a system monitoring the regional authorities’ implementation of the Presidential Executive Order of December 28, 2012, On Measures Concerning the Implementation of Government Policy on Orphaned Children and those without Parental Care.
