Meeting of State Council working group on construction, housing and utilities sector and urban environment

Presidential Aide and State Council Secretary Igor Levitin and head of the working group, President of the Republic of Tatarstan Rustam Minnikhanov held a meeting of the State Council working group on construction, housing and utilities sector and urban environment.

Taking part in the working group meeting, held via videoconference, were Deputy Prime Minister Marat Khusnullin, Minister of Construction and Utilities Irek Faizullin, representatives of relevant federal and regional executive bodies, research and expert organisations.

In his opening remarks, Igor Levitin praised the working group’s active efforts on coordinating the industry’s target indicators until 2024 and for the planning period until 2030, as well as drafting methods for calculating them.

Rustam Minnikhanov reported on the prompt steps which made it possible to stabilise the situation in the construction industry, including the launch of subsidised mortgage loans at 6.5 percent interest and their subsequent extension until mid-2021, the launch of rural mortgage loans at up to 3 percent interest, and simplifying the preparation and approval of territorial planning documents.

The meeting participants discussed proposals on increasing completed new housing to 120 million square metres by 2030 as part of the general territorial development plan.

Following the discussion, proposals were drafted to be considered at the joint meeting of the State Council and the Presidential Council for Strategic Development and National Projects in December.
