First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko chaired a meeting of the State Council Commission on Coordinating and Evaluating the Regional Executive Bodies’ Performance.
The meeting was attended by deputy chairs of the Commission – Aide to the President and State Council Secretary Igor Levitin, Aide to the President Maxim Oreshkin, Deputy Prime Minister Marat Khusnullin, Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko, Minister of Economic Development Maxim Reshetnikov, First Deputy Finance Minister Leonid Gornin, and regional heads who are members of the Commission.
The meeting participants discussed approaches to assessing the performance of top officials and executive bodies in the Russian Federation constituent entities in 2020 and 2021 in accordance with the Presidential executive orders of February 4, 2021 and April 25, 2019.
Maxim Reshetnikov reported on proposals regarding approaches to assessing the performance of top officials of the Russian Federation constituent entities, including the distribution, in 2021, of grants between the regions based on their performance in 2020. Moscow Mayor and Chairman of the State Council Commission on State and Municipal Government Sergei Sobyanin and regional governors who head the relevant commissions of the State Council provided their comments on the Minister's proposals.
Following the discussion and the reports by Dmitry Grigorenko and Marat Khusnullin, the meeting participants finalised approaches to proper assessment and formulated proposals concerning the participation of the State Council’s relevant commissions in reviewing matters related to substantiating and, if necessary, protecting the planned benchmarks to assess the performance of top officials and executive bodies in the Russian regions.
