Presidential Aide, State Council Secretary Igor Levitin chaired a meeting of the State Council Commission on Energy, via videoconference.
Taking part in the meeting were Commission Chairman, Kemerovo Region Governor Sergei Tsivilev, Deputy Energy Minister Pavel Sorokin, and representatives of specialised federal and regional executive authorities and organisations.
Igor Levitin noted that since 2013 the President had consistently issued instructions on expanding the use of gas as automobile fuel and developing the production, storage, transportation and consumption of liquefied natural gas.
In order to implement the President’s instructions, the state Energy Development programme is being implemented, which includes a sub-programme on the NGV Fuel Market Development. An action plan to develop the market for low-tonnage liquefied natural gas and gas engine fuel until 2025 and a long-term programme to develop liquefied natural gas production have been approved.
Deputy Energy Minister Pavel Sorokin spoke about the experience of 28 pilot territories where NGV fuel infrastructure was being formed.
The participants in the meeting discussed how Russian regions implemented plans to develop the NGV fuel market for 2020–2024 as well as problems arising when creating an infrastructure to produce, store, transport, and consume LNG.
Following the meeting, the commission will develop recommendations for federal and regional executive bodies to further develop the NGV fuel market and improve the legislative base in this sphere.
