Joint meeting of the Commission on Scientific and Technological Development and the State Council Commission on Science

Deputy Prime Minister Dmitry Chernyshenko, Presidential Aide and State Council Secretary Igor Levitin, and Novosibirsk Region Governor Andrei Travnikov held a joint meeting of the Commission on Scientific and Technological Development and the State Council Commission on Science as part of the Third Congress of Young Scientists.

The meeting was attended by Irkutsk Region Governor Igor Kobzev, Kirov Region Governor Alexander Sokolov, Minister of Science and Higher Education Valery Falkov, Minister of Healthcare Mikhail Murashko, President of the Russian Academy of Sciences Gennady Krasnikov, Chair of the Federation Council Committee on Science, Education and Culture Lilia Gumerova, First Deputy Minister of Industry and Trade Vasily Osmakov, and representatives of relevant federal and regional executive authorities, leading research and education institutions, and public associations and the expert community.

Valery Falkov reviewed the National Rankings of the Scientific and Technological Development of the Russian Regions in 2022. The leaders include Moscow, the Republic of Tatarstan, St Petersburg, the Moscow, Novosibirsk, Tomsk and Sverdlovsk regions, the Republic of Bashkortostan, and the Nizhny Novgorod and Chelyabinsk regions.

Igor Levitin noted the importance of the national rankings for exchanging best practices and improving regional programmes for supporting science, and for effectively integrating them into the federal agenda and attracting private investment to regional research and development.

The participants discussed ways of using the experience of the national ranking’s leading regions to ensure effective management in science, technology and innovation in the regions and to upgrade programmes for scientific and technological advancement.

Andrei Travnikov talked about the intention of the State Council Commission on Science to create a databank on the best practices of the Russian regions in supporting research and development.

Dmitry Chernyshenko emphasised the need to evaluate the socio-economic results from implementing programmes on regional science and technological development.

The participants approved the 2022 National Rankings of the Scientific and Technological Development of the Russian Regions and the instructional guidelines for improving state programmes for regional scientific and technological development.
