Meeting of Commission for the Development of General Aviation

An extended meeting of the Presidential Commission for the Development of General Aviation, chaired by Presidential Aide Igor Levitin, was held jointly with the Transport Ministry, Industry and Trade Ministry, and office of the Presidential Plenipotentiary Envoy to the Volga Federal District.

Other participants in the meeting included representatives from small and medium-sized businesses in the aviation industry and aviation-related public associations.

The meeting addressed issues of manufacturing, certifying and maintaining airworthiness of general-purpose aircraft.

Igor Levitin announced that the Action Plan for Developing General Aviation, prepared by the Government with participation by the Presidential Commission for the Development of General Aviation, was approved on October 10, following instructions from President Vladimir Putin.

Speakers at the meeting included Commission Chairman Igor Levitin, Presidential Plenipotentiary to the Volga Federal District Mikhail Babich, Governor and Prime Minister of Ulyanovsk Region Sergei Morozov, Managing Director of Aviation Projects at the Rostekhnologii State Corporation Alexei Fedorov, heads of the Commission’s working groups, companies and public associations.

The meeting addressed changing procedures for issuing certificates for private helicopters and aircraft produced abroad, eliminating overlapping functions between federal executive authorities in certifying and licensing small civilian aircraft manufacturers, and developing production of aircraft in Russia to cover regional routes of up to 1,000 kilometres.

The relevant departments will prepare suggestions by 2014 on adjusting customs tariffs and transport taxes for general aviation aircraft. Also, the meeting raised the issue of making up an inventory of small and experimental aviation airports for their future use by private pilots.
