Presidential Aide Igor Levitin chaired a meeting of the Commission for Developing General Aviation at the Istra Heliport in Moscow Region.
The meeting’s participants included Transport Minister Maxim Sokolov, Presidential Plenipotentiary Envoy to the Central Federal District Alexander Beglov, Moscow Region Governor Andrei Vorobyov, heads of federal and regional executive bodies, representatives of the Prosecutor General’s Office and Investigative Committee, the aviation business, and professional and public organisations.
The participants discussed guaranteeing flight safety as an essential condition for developing general aviation.
Mr Levitin noted the commission organised away meetings in the Siberian, Urals and Southern federal districts in preparation for this commission meeting. Ensuring an ever-improving level of flight safety, including for general aviation, is a top priority for state policy in this area.
Safe development of general aviation is a subject that receives constant attention from the President, Government and the relevant ministries, agencies and supervisory bodies. Currently, the President and the Prime Minister have before them reports from the Investigative Committee and Prosecutor General’s Office noting substantial problems in ensuring flight safety of general aviation and calling for measures to improve state regulation in this sector.
The meeting focused particularly on the key factors that can help to ensure good flight safety levels, including legal regulation of general aviation flight safety, timely identification and resolution of causes for incidents involving general aviation, quality of pilots’ training, equipment of aircraft with automatic dependent surveillance systems, certification of aircraft, and ensuring security at the landing sites used by general aviation aircraft.
Powers and responsibilities of the agencies and actors involved in general aviation were also discussed.
The meeting’s participants also heard a report from the Ministry of Industry and Trade on projects for aviation technology development and prospects for implementing the small-scale aviation sub-programme of the 2013–2025 Aviation Industry Development state programme.
