The President ordered the Government of the Russian Federation:

to provide an updated edition of legal acts necessary to establish additional monetary payments for teachers of general educational establishments, including primary school teachers, form masters, and also local therapists, pediatrists, general practitioners and local nurses working with them; with a view to implementing the Presidential Order of the 24 October 2005 No. Pr-1760 to support proposals by the administrative bodies of the Republic of Bashkortostan, the Chuvash Republic, Krasnodar, Krasnoyarsk, Khabarovsk, Astrakhan, Penza and Tyumen regions on constructing federal centres of state of the art medical technology in 2006;

to prepare and bring before the State Duma a draft bill on applying the system of taxation for agricultural producers, or the common agricultural tax, to agricultural consumer cooperative societies;

to consider the issue of stimulating investments in creating and modernizing livestock breeding installations, including proposals to improve tax legislation;

to simplify the procedures concerning forming plots of land and territories used for agriculture;

to take measures that will decrease expenses for using land;

to accept immediately the federal target programme 'Housing' for 2006–2010, including measures to implement the national project 'Accessible and Comfortable Housing for Russian Citizens' based on state obligations that have already been adopted in the housing sphere;

to accelerate choosing regional projects linked to developing municipal infrastructure which are necessary for housing construction;

to finish forming a system for monitoring and controlling the implementation of priority national projects.

The Council Presidium for the Implementation of National Projects is ordered:

to approve the basic measures to implement the priority national projects 'Health', 'Education', 'Accessible and Comfortable Housing for Russian Citizens', and 'Developing Agriculture', and also indicators for these projects.

to consider at regular intervals the issues concerning establishing additional monetary payments to teachers of general educational establishments and medical workers under the auspices of the 'Health' and 'Education' projects. And also to organize competitions that take place under the auspices of priority national projects and distribute information on the implementation of these projects.
