The President called young people’s spiritual and moral development an important concern for the federal authorities and said it is worrying to see that criminal organisations are attracting young people into their ranks.
Mr Medvedev proposed drawing up a comprehensive programme of youth policies in the North Caucasus. In the President’s view, this programme should include an educational component and also measures to help young people find jobs and organise their leisure time.
