Presidential Aide and State Council Secretary Igor Levitin and Novosibirsk Region Governor Andrei Travnikov co-chaired a regular meeting of the State Council Commission on Science.
The commission’s meeting was held as part of the 2nd Congress of Young Scientists. The participants included deputy ministers of Science and Higher Education, Head of the Federal Service for Intellectual Property Yury Zubov, Director General of the Russian Science Foundation Alexander Khlunov, officials of respective regional and federal bodies, representatives of the Russian Academy of Sciences, leading federal universities, and academic and expert communities.
The meeting participants discussed coordination of efforts within the Science national project and other national projects to establish conditions for retaining academic staff in the regions, as well as issues of intellectual property management and setting up technology transfer centres in the constituent entities of the Russian Federation.
Igor Levitin noted in his opening remarks that the state has identified and is consistently giving priority to increasing the scientific potential in the regions.
Chairman of the State Council’s Commission on Science Andrei Travnikov reported on progress in implementing the President’s instruction to provide academic personnel with housing and create a comfortable social and transport infrastructure for them, and also on additional proposals by the commission to make housing more affordable for young scientists.
Deputy Minister of Science and Higher Education Airat Gatiyatov reported on the implementation of the roadmap on developing housing construction and social and transport infrastructure, and on projects of launching world-level research, education and scientific centres as well as a network of MegaScience-class complexes.
Yury Zubov reported on proposals by the Federal Service for Intellectual Property on streamlining intellectual property management in the constituent entities of the Russian Federation. The meeting participants also heard a report on best regional practices in intellectual property management and the establishment of technology transfer centres in the Russian regions.
The Ministry of Science and Higher Education will review proposals approved by the commission seeking to increase the regions’ role in the country’s scientific and technological advance. The proposals will be incorporated in reports to be presented to the President.
