Presidential Aide and Secretary of the State Council Igor Levitin, Governor of the Kemerovo Region–Kuzbass Sergei Tsivilev, and Head of the Republic of Buryatia Alexei Tsydenov chaired a joint meeting of the State Council Transport Commission and Energy Commission, via videoconference.
Taking part in the meeting were Deputy Minister of Transport Vasily Desyatkov, Deputy Ministers of Energy Sergei Mochalnikov and Yevgeny Grabchak, Head of the Federal Anti-Monopoly Service Maxim Shaskolsky, and representatives of relevant federal and regional executive authorities and organisations.
The participants discussed the implementation of presidential instructions on developing the Baikal-Amur and Trans-Siberian Railways in 2022, plans for 2023–2024 to increase the transportation capacity of the railway infrastructure, including construction and technological measures, as well as rate changes for coal transport by rail in 2023.
Igor Levitin noted that the Eastern Operating Domain is a key project in developing railway infrastructure, and that it is necessary to use every opportunity to expand transport and traffic capacity in the Far East.
Sergei Tsivilev proposed expediting the construction of the Eastern Operating Domain facilities that have the greatest impact on traffic capacity, while introducing a moratorium on rate increases for coal transport by rail.
During the meeting, Governor of the Amur Region Vasily Orlov presented proposals on further developing the border crossing at Dzhalinda (Amur Region) – Mohe (Heilongjiang Province, China) and related infrastructure in order to increase coal export capacities.
The meeting participants noted that work to implement the presidential instructions would be continued.
