EurAsEC summit

EurAsEC Interstate Council summit took place in the Kremlin. Reforming the Community and improving its mechanisms were the main subjects on the agenda.

The heads of state reviewed various financial aspects of the organisation’s functioning including EurAsEC 2011 budget performance, budget address, and 2013 budget.

Following the summit, a package of 15 documents was approved, including the resolutions on the chairman and deputy chairman of the Interstate Council of the Eurasian Economic Community, on the chairman of the EurAsEC Integration Committee, and on the next summit of the Community.

The summit was attended by President of Belarus Alexander Lukashenko, President of Kazakhstan Nursultan Nazarbayev, President of Kyrgyzstan Almazbek Atambayev, President of Russia Vladimir Putin, President of Tajikistan Emomali Rahmon and EurAsEC Secretary-General Tair Mansurov.

Speech at the Eurasian Economic Community Interstate Council summit

President of Russia Vladimir Putin: Colleagues,

We have gathered today at the EurAsEC summit. It is no exaggeration to say that the EurAsEC is the most successful integration association within the CIS.

The Community has fulfilled all the goals it had set for itself: the Customs Union is now in operation, the Common Economic Space between three states has been launched, and their common regulatory body – the Eurasian Economic Commission – has been set.

Now, after completing the work that has spanned many years, the EurAsEC is transferring to the Eurasian Economic Commission responsibilities to further deepen integration which is an absolutely natural process. The EurAsEC’s powers and functions are being significantly curtailed, thereby requiring that we reorganise the Community.

Thus, the purpose of our meeting is quite specific: we must coordinate even smallest details of the parameters and frameworks within which the EurAsEC will function until 2015 when the Eurasian Economic Union will be formed.

Our experts worked well and have coordinated a wide range of important decisions, including on key provisions of the 2013 budget and implementing the concept of the Community’s international activities for 2011–2013.

Documents have been drafted with detailed analysis of the progress in fulfilling targeted programmes on innovative biotechnologies and the rehabilitation of lands that were subjected to uranium extraction facilities.

The Council of Justice Ministers of the member-states reported on its work. We can review and approve without further discussion all the points on the agenda where an agreement or consensus already exists.

At the same time, there are issues requiring additional discussion on our part. This is true of the financial aspects of the organisation’s operations. I must say that just now, my colleagues and I discussed this in the restricted format and we have settled all the issues that had remained unresolved.

EurAsEC Secretary-General Mr Mansurov is present here. I would like to sincerely thank him and his staff, on behalf of all of us, for the intensive, high output efforts that greatly helped in reaching the current level of our economic partnership.
