The meeting began with a minute of silence in memory of the victims of the blasts in Makhachkala. Director of the Federal Security Service Alexander Bortnikov and Interior Minister Rashid Nurgaliyev then reported on the situation in Daghestan and the measures being taken to find and detain the terrorist attacks’ organisers, and to help the injured and the victims’ families.

The meeting discussed various domestic and foreign policy issues, including military education reform.

Dmitry Medvedev held a meeting to discuss interaction between federal and regional authorities in coordinating efforts against terrorism and crime, and the role of the presidential plenipotentiary envoys in federal districts in supporting these efforts.

The meeting examined measures to ensure security during the 2014 Sochi Olympics and Paralympics. Cooperation between Russia and NATO was the subject of a separate discussion.

Dmitry Medvedev held a meeting on drafting a new version of the law On the Police Force. The law must define the legal status of the police in line with demands of the time.

Nikolai Patrushev and Nikolai Bordyuzha briefed Dmitry Medvedev on the outcome of the consultations among Security Council secretaries of CSTO member states on the situation in Kyrgyzstan.
