Dmitry Medvedev signed a list of instructions on the implementation of measures outlined in the Presidential Address to the Federal Assembly.

During a working meeting with Presidential Commissioner for Children’s Rights Pavel Astakhov and Prosecutor General Yury Chaika, Dmitry Medvedev announced that he has signed into law amendments to a number of laws protecting children’s interests, in particular, the law on basic guarantees of children’s rights.

Dmitry Medvedev signed Federal Law On Amendments to Article 22 of the Federal Law on Basic Guarantees of the Rights of the Child in the Russian Federation and Federal Law On Amendments to the Federal Law On Basic Guarantees of the Rights of the Child in the Russian Federation and Certain Legislative Acts of the Russian Federation Following the Institution of a Post of the Russian Federation Presidential Commissioner for Children’s Rights.

The Presidential Reserve Fund’s spending came to an approved total of 700 million rubles (around $23 million) in 2011. A total of 206 social sector establishments received money from the fund over the course of the year.

Dmitry Medvedev visited the Petrozavodsk Palace of Creativity for Children and Teenagers, where he had a meeting with professionals working in preschool education and at children's cultural institutions, and librarians.

Dmitry Medvedev discussed social security issues with public representatives at a meeting in Vladikavkaz.

The issue of transferring to municipalities of the Defence Ministry’s responsibilities for the economic management of kindergartens was discussed at the meeting.

Distribution of powers between the federal and regional authorities and major social issues, in particular in pre-school education, were the subjects on the agenda. Dmitry Medvedev also announced at the meeting that he has signed a law simplifying the procedures for reappointing incumbent senators.

Dmitry Medvedev submitted to the State Duma draft Federal Law On Amendments to Article 221 of the Federal Law On State Registration of Legal Entities and Individual Entrepreneurs and Articles 331 and 3511 of the Labour Code of the Russian Federation.

Development of Krasnodar Territory’s resorts was the subject of discussion.

During a working visit to Maykop, Dmitry Medvedev chaired a staff meeting of Adygea’s education professionals.

Dmitry Medvedev signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation to Strengthen Measures to Prevent the Sale of Alcoholic Products to Minors.

In Moscow Presidential Chief of Staff Sergei Naryshkin chaired a meeting of the Commission for Improving the System of Identifying and Supporting Gifted Children and Teenagers and National Final School Exam’s Organisation.

Dmitry Medvedev submitted to the State Duma draft Federal Law On Amendments to the Criminal Code of the Russian Federation and Other Legislative Acts of the Russian Federation to Increase Liability for Crimes of a Sexual Nature Against Minors.

The meeting, which took place in videoconference format, discussed the state of progress in implementing presidential instructions, including on renovating and developing the network of pre-school establishments, provision of land for large families, introducing a regional maternity capital in order to support young families, and establishing presidential cadet corps in all federal districts by 2014.

During the meeting, Dmitry Medvedev issued a number of instructions to Grigory Rapota regarding the monitoring of measures to improve the environmental situation in the Volga Federal District.
