The President submitted candidacies for the posts of three regional governors for consideration by the parliaments of Stavropol Territory, Perm Territory and Yaroslavl Region.

Dmitry Medvedev was interested, in particular, in the development of education and rise in teachers’ salaries in the region. The issues discussed also included the transition of the territory’s schools to a new system of legal organisation.

In the morning on September 1, Dmitry Medvedev visited a general education school in the village of Verkhnerusskoye, Stavropol Territory, where he sat in the first and eleventh form’s lessons. Later, the President took part in the opening ceremony of the Stavropol Presidential Cadet Academy, established at the premises of the former Defence Ministry aviation engineering college.

In accordance with the Federal Law On the Police Force, the President issued executive orders on appointments to senior Interior Ministry posts in the North Caucasus.

The meeting attended by heads of law enforcement, security and supervisory bodies, and regional governors, discussed the progress in implementation of presidential instructions issued at previous meetings on security in the North Caucasus.

Mr Gayevsky briefed the President on the socioeconomic situation in the region.

During a trip to Stavropol Territory, Dmitry Medvedev visited an Interior Ministry’s motorised battalion base, where he spoke with the servicemen and reviewed the arms and equipment the unit has at its disposal.

During the meeting, the President emphasised that the new law must contain the clearest, most precise definitions possible, and that all ambiguities must be eliminated. Mr Medvedev noted the importance of a broad public discussion of the document.

During a working meeting, Stavropol Territory Governor Valery Gayevsky briefed Dmitry Medvedev on the situation in the region and assistance being rendered to those injured in the terrorist attack in Pyatigorsk on August 17.

Valery Gayevsky briefed the President on the measures being taken to support the families of those killed and injured in the terrorist act in Stavropol, and to establish the causes of the explosion.
