Dmitry Medvedev signed Federal Law On Volunteer Fire Service.

The Governor briefed the President on measures being taken to prevent wild fires in the region. Organisation of summer holidays for children and teenagers in Tyumen Region was discussed separately.

Officers appointed to senior command positions in the law enforcement and security agencies were presented and had their senior military (special) titles conferred at a ceremony held in the Grand Kremlin Palace’s St George Hall.

Dmitry Medvedev heard reports by Emergencies Minister Sergei Shoigu and Rosatom State Corporation CEO Sergei Kiriyenko on the state of affairs in Japan following the natural disasters that hit the country, and also discussed the situation in Libya.

Dmitry Medvedev took part in an expanded meeting of the Defence Ministry Board, summing up the results of the Armed Forces’ activities in 2010, and clarifying this year’s objectives.

Following a meeting on forestry development on September 8, 2010, the Russian Government was instructed to consider the establishment of emergency response levels that envisage additional measures to ensure public safety.

The meeting examined measures to ensure security during the 2014 Sochi Olympics and Paralympics. Cooperation between Russia and NATO was the subject of a separate discussion.

Dmitry Medvedev chaired a meeting on financial and technological components of transport security.

Dmitry Medvedev announced that he has appointed Viktor Kiryanov to the post of deputy interior minister responsible for security in the transport system and at transport infrastructure facilities.

Dmitry Medvedev approved a list of instructions on ensuring security in the transport system, transport infrastructure facilities, and other public places.

Meeting with permanent members of the Russian Security Council, Dmitry Medvedev announced having signed the law ratifying the new START Treaty between the United States and Russia that makes new cutbacks to the two countries’ strategic offensive weapons. Russian Foreign Minister Sergei Lavrov and US Secretary of State Hillary Clinton will exchange instruments of ratification very soon. 

The socioeconomic situation in the region was the subject of discussion, with particular attention given to the issue of employment. The Governor also briefed the President on matters of ensuring security in the region.

On Thursday Dmitry Medvedev visited the Okhotny Ryad metro station, where he inspected the operation of services responsible for passenger safety. The President was shown public notification and emergency call systems, as well as advanced mobile devices designed to detect idle objects and explosives.

Dmitry Medvedev critised security at major transport hubs stating that measures to ensure safety are unsatisfactory as a whole, even without considering the recent terrorist attack. The President demanded tighter security measures and control over compliance with applicable legal requirements.

Dmitry Medvedev held an expanded meeting of the board of the Federal Security Service (FSB).

Dmitry Medvedev answered journalists’ questions about the tragedy at Domodedovo Airport.

Moscow Mayor Sergei Sobyanin and Moscow Region Governor Boris Gromov briefed President Medvedev on the measures being taken by Moscow municipal and regional authorities to render assistance to the victims of the terrorist attack at Domodedovo Airport.

Dmitry Medvedev expressed condolences to the injured and to families of the victims.

Relations with NATO concerning antimissile defence and specifically the European antimissile shield were the subjects of discussion.
