Dmitry Medvedev had a telephone conversation with President of France Nicolas Sarkozy.

The Federal Law ratifies the agreement between the Government of the Russian Federation and the Government of the People’s Republic of China on notification of launches of ballistic missiles and space launch vehicles, signed in Beijing on October 13, 2009.

Dmitry Medvedev and Anders Fogh Rasmussen discussed the current state and perspectives of Russia-NATO relations. 

Participants exchanged views on a wide range of issues on the Euro-Atlantic agenda. Particular attention was given to the President of Russia’s initiative to sign a new European Security Treaty that would enshrine the principle of the indivisibility of security in the Euro-Atlantic area.

Dmitry Medvedev signed Federal Law On Amending Article 131 of the Federal Law On the Federal Security Service.

Dmitry Medvedev signed Federal Law On Ratification of the Promotional Framework for Occupational Safety and Health Convention (No. 187).

Dmitry Medvedev held a Security Council meeting on developing modern telecommunications systems for national defence and security needs and maintaining law and order. The Security Council members discussed a draft of the main state policy directions in this area until 2020, and the steps needed to implement them.

Dmitry Medvedev spoke at the plenary session of the Global Policy Forum The Modern State: Standards of Democracy and Criteria of Efficiency.

The Government has been instructed to take the necessary measures to provide assistance to survivors and the victims’ families.

The President spoke by telephone with Minister of Emergency Situations Sergei Shoigu and Governor of Altai Territory Alexander Karlin who briefed him on the current situation in the area, as well as on the measures being taken to localise fires and provide assistance to victims.

2010 summer’s wildfires demonstrated inefficiency of Russia’s forestry sector legislation and management, Dmitry Medvedev pointed out at the meeting.

The President spoke by telephone with the heads of the affected regions and Emergency Situations Minister Sergei Shoigu. Mr Shoigu briefed the President on the firefighting and relief efforts.

Dmitry Medvedev was briefed on a tragic fire that broke out at a nursing home for elderly in Vyshny Volochok, Tver Region.

Dmitry Medvedev issued relevant instructions to Director of Federal Security Service Alexander Bortnikov.

Dmitry Medvedev awarded the Order of Courage to Vitaly Morozov (posthumously) and Tatyana Demina for rescuing children in the Azov Sea.
