Dmitry Medvedev congratulated current and former staff of Russia’s state security services on their professional holiday

Dmitry Medvedev presented the personal standard of the Director of the FSB and banner of the FSB to Director of the Federal Security Service Alexander Bortnikov.

Dmitry Medvedev held a meeting on additional measures to maintain law and order, had a working meeting with Ryazan Region Governor and visited some Interior Ministry facilities.

Dmitry Medvedev congratulated Foreign Intelligence Service (SVR) personnel on the agency’s 90^th anniversary, presented its head, Mikhail Fradkov, with the Honorary Certificate of the Commander in Chief, and presented state decorations to a number of SVR officers. 

Dmitry Medvedev instructed the Government to draft an Energy Security Doctrine.

Dmitry Medvedev said that he has signed the law on the federal budget for 2011 and the 2012–2013 budget plan focused on economic modernisation and the social programmes maintenance.

Dmitry Medvedev signed Executive Order On Additional Measures to Maintain Law and Order which stipulates that permanent coordination meetings on maintaining law and order will be organised in constituent entities of the Russian Federation.

Dmitry Medvedev and Belgian Prime Minister Yves Leterme discussed bilateral cooperation opportunities in trade, the economy, investment, high technology, energy, culture and sport. 

The Russian delegation was headed by Dmitry Medvedev; the European Union was represented by President of the European Council Herman Van Rompuy and President of the European Commission Jose Manuel Barroso.

Dmitry Medvedev submitted the Agreement between Azerbaijan, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan on creating the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotics, Psychotropic Substances and Their Precursors. The Agreement was signed by the presidents of these states on September 4, 2009 in Moscow.

Mr Medvedev will visit Kazakhstan on December 1–2, 2010, to take part in the Organisation for Security and Cooperation in Europe (OSCE) summit.

Dmitry Medvedev took part in a meeting of the NATO-Russia Council at the level of heads of state and government, whose main theme was Next Steps in NATO-Russia Cooperation. The Russian leader presented his proposals on building further cooperation between Russia and NATO.

The meeting attended by heads of law enforcement, security and supervisory bodies, and regional governors, discussed the progress in implementation of presidential instructions issued at previous meetings on security in the North Caucasus.

The summit, held in the capital of Azerbaijan, was attended by the heads of five littoral states: President of Russia Dmitry Medvedev, President of Azerbaijan Ilham Aliyev, President of Kazakhstan Nursultan Nazarbayev, President of Turkmenistan Gurbanguly Berdimuhamedov, and President of Iran Mahmoud Ahmadinejad.

The two-day Asia Pacific Economic Cooperation (APEC) Leaders' Meeting has ended in Yokohama.

Dmitry Medvedev met with US President Barack Obama on the sidelines of the APEC Summit.

Dmitry Medvedev took part in the APEC Summit. The first day’s agenda included a plenary meeting of the heads of APEC member states, a meeting of APEC leaders with the APEC Business Advisory Council members, and a number of bilateral meetings.

Dmitry Medvedev and David Cameron discussed various aspects of bilateral relations, as well as the situation in Iran and North Korea and other regional issues.

Dmitry Medvedev and Tarja Halonen discussed a wide scope of issues, ranging from European security to specific bilateral projects.
