Emergency Situations Minister Sergei Shoigu briefed Dmitry Medvedev on emergency measures being taken following the collapse of a residential building in Astrakhan.

Minister of Civil Defence, Emergencies and Natural Disasters Relief Sergei Shoigu reported to Dmitry Medvedev on the Ministry’s performance in 2011.

Following the accident on the nuclear submarine Yekaterinburg Dmitry Medvedev continuously received reports from Emergencies Minister Sergei Shoigu and Defence Minister Anatoly Serdyukov on measures taken to put out the fire.

Emergencies Minister briefed Dmitry Medvedev on relief measures following earthquake in East Siberia.

Dmitry Medvedev announced that he had signed the Executive Order concerning the creation of the Emergency Situations Ministry’s rescue units on the basis of civil defence troops. The document set forth the status, structure and composition of these units.

Dmitry Medvedev declared July 12 a national day of mourning for the large number of victims in the sinking of the cruise ship Bulgaria. The President made the announcement at meeting on the disaster, which took place on the Volga River on July 10.

Dmitry Medvedev expressed his condolences to the families of those killed in the plane crash near Petrozavodsk and issued instructions to provide assistance to the victims and identify the causes of the crash.

Acting on the President’s instructions, the rescuers worked in Sendai and Ishinomaki, the Japanese towns hardest hit by the earthquake and tsunami. The rescue operations took place on March 15–22, 2011.

Dmitry Medvedev heard reports by Emergencies Minister Sergei Shoigu and Rosatom State Corporation CEO Sergei Kiriyenko on the state of affairs in Japan following the natural disasters that hit the country, and also discussed the situation in Libya.

The Minister briefed the President by telephone about implementation of his instructions on aiding Japan in the disaster relief efforts following the earthquake. 

Sergei Shoigu briefed Dmitry Medvedev on the evacuation of Russian citizens and employees of Russian companies from Libya.

Minister of Civil Defence, Emergencies and Disaster Relief Sergei Shoigu briefed the President on the second stage of the evacuation of Russian citizens from the ports of Sirte and Ras Lanuf in Libya.

Dmitry Medvedev instructed Emergencies Minister Sergei Shoigu and Russian Railways CEO Vladimir Yakunin to draft a respective plan.

Following the ceremony presenting the banner of Russia’s Emergencies Ministry, Dmitry Medvedev held a working meeting with Emergencies Minister Sergei Shoigu.

Dmitry Medvedev presented the banner of the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation to the Emergencies Minister Sergei Shoigu. The ceremony took place in St George Hall at the Grand Kremlin Palace.

The Government has been instructed to take the necessary measures to provide assistance to survivors and the victims’ families.

Healthcare and Social Development Minister Tatyana Golikova and Emergency Situations Minister Sergei Shoigu were instructed to provide all necessary assistance to the victims.

The President spoke by telephone with Minister of Emergency Situations Sergei Shoigu and Governor of Altai Territory Alexander Karlin who briefed him on the current situation in the area, as well as on the measures being taken to localise fires and provide assistance to victims.

The President spoke by telephone with the heads of the affected regions and Emergency Situations Minister Sergei Shoigu. Mr Shoigu briefed the President on the firefighting and relief efforts.
