They are set up across the country as part of the Teenagers of Russia programme supported by the President and implemented with the participation of the Federal Centre for Teenager Socialisation.

Vladimir Putin signed the Executive Order On Amending the Executive Order of the President of the Russian Federation No. 16 of January 15, 2021, On Establishing the Circle of Kindness Foundation to Support Children with Serious, Life-Threatening and Chronic Diseases, Including Rare (Orphan) Diseases, and Amending the Composition of the Foundation’s Supervisory Board Approved by this Executive Order.

During a working trip to the Belgorod Region, Presidential Commissioner for Children's Rights Maria Lvova-Belova visited two teen centres, in Valuiki and Belgorod, the Novy Oskol educational colony, the Izumrudny Gorod children's hospice and the children's regional clinical hospital.
