Dmitry Medvedev chaired State Council meeting which addressed issues of redistributing powers among federal and regional authorities and improvement of budgetary relationships.

Dmitry Medvedev held a meeting that addressed mechanisms for delineating powers between federal, regional and municipal authorities, as well as suggestions on financial allocations to the regions.

Dmitry Kozak and Alexander Khloponin presented a report to Dmitry Medvedev on decentralisation of power.

Distribution of powers between the federal and regional authorities and major social issues, in particular in pre-school education, were the subjects on the agenda. Dmitry Medvedev also announced at the meeting that he has signed a law simplifying the procedures for reappointing incumbent senators.

Mr Merkushkin briefed the President on forest fire prevention measures being taken in the region. Implementation of the President’s initiative to decentralise some federal powers to the regional level was also discussed.

Dmitry Kozak and Alexander Khloponin briefed Dmitry Medvedev on the state of progress in implementing the President’s initiative to transfer some federal powers to the regional authorities.

Dmitry Medvedev signed the Order On Preparing Suggestions for Redistributing Powers Between Federal Executive Authorities, Regional Executive Authorities of the Russian Federation and Local Self-Government.

Dmitry Medvedev signed Federal Law On Amendments to the Russian Federation Budget Code and Certain Legislative Acts of the Russian Federation.

Dmitry Medvedev met with municipality heads to discuss town planning, housing sector development, and improving the quality of housing and utilities services. 

Dmitry Medvedev signed Federal Law On Amendments to Federal Law On Basic Guarantees of Electoral Rights and the Rights of the Citizens of the Russian Federation to Participate in a Referendum, and the Federal Law On Basic Principles of Local Self-Government in the Russian Federation in connection with the use of a proportional representation system in elections of representatives to municipal and city district representative assemblies.

Following the wildfires that have hit Volgograd Region and neighbouring areas Dmitry Medvedev instructed Prosecutor General Yury Chaika to carry out investigations into municipal and regional authorities’ preparedness for fire-fighting efforts.

Dmitry Medvedev approved a list of instructions following an August 9 meeting with representatives of local authorities in the Republic of Mari El.
