Presidential Aide, State Council Secretary Igor Levitin held a meeting of the Presidential Commission for the Development of General-Purpose Aviation and GLONASS-based Navigation and Information Technology to discuss the proposals drafted by the Commission on the Implementation of the Unmanned Aviation Development Strategy and the Unmanned Aviation Systems national project.

Russia joined the COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action, proposed by the UAE at the opening the 28^th Conference of the Parties to the UN Framework Convention on Climate Change. The conference, chaired by the UAE, is taking place in Dubai from November 30 through December 12, 2023. Presidential Adviser Ruslan Edelgeriyev is leading the Russian delegation.

Adviser to the President Ruslan Edelgeriyev delivered the official statement on behalf of the Russian Federation during the High-Level Segment of the 28^th United Nations Climate Change Conference or Conference of the Parties of the UNFCCC held on November 30-December 12 in Dubai, UAE. Ruslan Edelgeriyev is leading the Russian delegation at this international event.

On December 6–7, the Moscow Palace of Pioneers on Vorobyovy Gory hosted the RosPodros: Yesterday, Today, the Day After Tomorrow Federal Forum, dedicated to interaction with teenagers. The forum brought together over 200 participants from 59 regions of the country, including 50 regional children's ombudsmen, as well as specialists in working with teens, representatives of children's public councils under the ombudsmen for children's rights, parent communities and non-profit organisations.

Presidential Commissioner for Children's Rights Maria Lvova-Belova made a working visit to the Tyumen Region. At a meeting with Tyumen Region Governor Alexander Moor, a number of agreements was reached, including on the organisation of the next National Congress of Commissioners for Children’s Rights in Tyumen.

Presidential Aide, State Council Secretary Igor Levitin and Governor of the Altai Territory Viktor Tomenko chaired a meeting of the Commission to prepare a State Council Presidium meeting on developing Russia’s agricultural sector.

An onsite meeting of the State Council Commission on Tourism, Physical Culture and Sport was held under the chairmanship of Assistant to the President and Secretary of the State Council Igor Levitin, and Governor of Primorye Territory Oleg Kozhemyako, on the eve of the grand opening of Manzherok All-Season Ski Resort in the Altai Republic.

Presidential Aide Dmitry Mironov, Chair of the Council for Cossack Affairs, chaired a visiting meeting of the Council in Astrakhan.

Deputy Prime Minister Dmitry Chernyshenko, Presidential Aide and State Council Secretary Igor Levitin, and Novosibirsk Region Governor Andrei Travnikov held a joint meeting of the Commission on Scientific and Technological Development and the State Council Commission on Science as part of the Third Congress of Young Scientists.

Presidential Aide and State Council Secretary Igor Levitin and Samara Region Governor Dmitry Azarov chaired a meeting of the State Council Commission on Culture at the Russia International Exhibition and Forum.

A national forum “Prevention of Child Abandonment. To Live and Be Raised in a Family,” took place in Kirov on November 15–16 at the initiative of Presidential Commissioner for Children’s Rights Maria Lvova-Belova and with the assistance of the Kirov Region Government and the Foundation for Support of Disadvantaged Children.

Presidential Aide, State Council Secretary Igor Levitin and Chairman of the State Council Commission on Transport, Head of the Republic of Buryatia Alexei Tsydenov co-chaired a meeting of the State Council Commission on Transport, held as part of Transport Week. The discussion focused on the state of roads and road safety in the regions of the Russian Federation.

Presidential Aide and State Council Secretary Igor Levitin, Sverdlovsk Region Governor Yevgeny Kuivashev and Yekaterinburg Head Alexei Orlov took part in the main strategic session of the 7^th national forum, Russian Cities 2030: New Heights, which is taking place on November 16–17 in Yekaterinburg.

The Presidential Commissioner for Children’s Rights took part in a roundtable discussion, Space of the Secondary Vocational Training: From Traditions To Innovations, held as part of the Space for Development National Forum, organised by the Russian Youth Union.

On November 9–10, the Presidential Commissioner for Children's Rights Maria Lvova-Belova made a working trip to the Chelyabinsk Region. The Children's Commissioner met with the region’s Governor Alexei Teksler, held a meeting with representatives of regional agencies in charge of protecting the rights and legitimate interests of children, and also visited the My Territory Teen Centre.

A meeting of the Coordinating Committee for organising Presidential grant competitions for the development of civil society was held. The meeting participants reviewed a report on the output of the projects completed in 2022 and financed by the Presidential Grants Foundation and selected the best 100 of them.

Adviser to the President and Special Presidential Representative on Climate Issues Ruslan Edelgeriyev chaired the 42^nd meeting of the Presidential Executive Office interdepartmental working group on climate change and sustainable development.

Presidential Aide and State Council Secretary Igor Levitin and Novosibirsk Region Governor Andrei Travnikov co-chaired a regular meeting of the State Council Commission on Science.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov took part in the plenary session of the fourth Peoples of Russia national forum.

A second meeting of the Commission of CIS Commissioners for Children’s Rights took place in Minsk at the initiative of Presidential Commissioner for Children’s Rights Maria Lvova-Belova and with the support of the CIS Executive Committee. The first meeting was held in Moscow last June.
