The meeting began with a minute of silence in memory of the victims of the blasts in Makhachkala. Director of the Federal Security Service Alexander Bortnikov and Interior Minister Rashid Nurgaliyev then reported on the situation in Daghestan and the measures being taken to find and detain the terrorist attacks’ organisers, and to help the injured and the victims’ families.

The meeting discussed, in particular, the United Nations Security Council draft resolution on Syria, which was vetoed by Russia during the recent vote in the UN Security Council.

Dmitry Medvedev announced having signed an executive order establishing a foundation to protect the rights of compatriots living abroad. The foundation will provide legal, information and financial support for compatriots abroad in case their lawful rights and interests are violated. 

Issues discussed at the meeting included, in particular, ensuring the safety of Russian citizens and representative offices abroad in emergency situations.
