The State Council includes the Chairman and members of the State Council.

Members of the State Council by position include: the Prime Minister of the Russian Federation, the Speaker of the Federation Council of the Federal Assembly of the Russian Federation, the Speaker of the State Duma of the Federal Assembly of the Russian Federation, the Chief of Staff of the Presidential Executive Office of the Russian Federation, senior officials of the constituent entities of the Russian Federation (heads of the supreme executive authority of the constituent entities of the Russian Federation). By the decision of the President, the State Council may include representatives of the political parties represented in the State Duma and representatives of local self-government. Other persons can also be included in the State Council by the decision of the President.
